Food stalls were thrown together for that one day.  Here you see the race crowd milling around.  Vanuatans are mostly a very dark black (Melanesian as opposed to Polynesian) but there are plenty of ex-pat's from Australia, New Zealand, and other places who live there.  Vanuatu is also a tax haven which attracts a certain type.
